Which PPWR rules already apply?
The first obligations under the EU Packaging and Packaging Waste Regulation have applied since 12 August 2026. Further requirements take effect in stages. A later design or labelling requirement is not automatically mandatory today. RVO explains the timetable; the European Commission provides the overview.
Obligations differ by role. Manufacturer, importer and distributor are not interchangeable terms. One organisation may have different roles for different packaging. Have the role and relevant requirements assessed first. This article explains how to organise information and follow-up afterwards.
Do not request the same declaration from everyone
An EU declaration of conformity, or DoC, accompanies a supported assessment of packaging. Responsibility for preparing, checking and retaining it depends on the role. Article 19 sets out distributors’ own duties; it is not a universal instruction to circulate every declaration to every party in a chain. See the PPWR role provisions.
Start with a bounded list: what information do you need, from whom, for what purpose and after which changes? Do not request an entire technical file where narrower, appropriate evidence suffices. Otherwise, automation mainly accelerates unnecessary requests and disclosure of business information.
Link documents to the correct packaging type
On a narrow screen, scroll the table sideways. With a keyboard, focus the table and use the arrow keys.
| Element | What to record | Review question |
|---|---|---|
| Identification | A traceable reference to type and relevant version or batch. | Does the evidence relate to the packaging actually used? |
| Role | The assessed organisational role and responsible owner. | Has a supplier or process change altered that role? |
| Evidence | The declaration, technical information or confirmation needed for that role. | Is it current and substantively appropriate? |
| Decision | Assessment, open questions and follow-up. | Who may approve, and on what evidence? |
An existing item administration and document library may suffice. Software can flag a missing link, notify an owner of a change and distinguish document versions. It cannot establish packaging conformity from a filename.
Fictional example: new material, old declaration
A fictional importer receives modified packaging from a non-EU supplier. The item number stays the same, but its material changes. Procurement records the change and a task goes to the quality owner. The old declaration is not automatically linked to the new version.
The owner determines what further evidence is needed. The workflow tracks the request and keeps the matter open until a substantive decision is recorded. If evidence required for placing the packaging on the market is missing, an internal ‘approved’ button cannot replace it. The authorised owner determines the necessary next action.
Use AI only for a checkable proposal
For varied documents, AI may propose fields such as a type reference or document date. Link each extracted value to its source passage. Unreadable or contradictory fields remain unresolved; the model must not invent a material value, test result or signature.
If structured information is already available, a conventional import is often simpler. Run a bounded trial with fictional documents and differing versions. Compare search time, repeated requests, review effort and incorrect matches. Include licence and maintenance costs.
Keep guidance and implementation practice current
evofenedex explains supply-chain roles. Verpact also reports specific uncertainties in Dutch implementation and a temporary stand-still for certain packaging categories. This is not a general suspension of the EU regulation. Establish its effect on your administration and which duties still apply.
Agree retention and access by document type. Share only what an external party needs. An automatically emailed attachment is not necessarily secure, current or authorised for that recipient.
Frequently asked questions
Can software generate a valid declaration?
It can prepare a document from assessed information. It does not replace the required assessment or responsibility. A completed template does not demonstrate conformity.
Must we connect every supplier at once?
No. Start with one packaging type and one change process. Improve the agreements first if responsibility for providing information is unclear.
How does this fit Boermans Digital?
The process question is collecting, connecting and following up information under control. Substantive packaging assessment requires an appropriate specialist. Read about document processing with human review.
Discuss a concrete process?
Want to explore simpler ways to collect, check or transfer information? Describe one process and the systems you already use. A new tool is not always necessary. Introductory conversations are free and without obligation. Further advice and implementation are agreed separately through Korper, including scope and costs.
